Does Ben Chandler not realize that the Federal Reserve is a private bank and not a federal entity. Is he ignorant or deceiving?

Federal Reserve Board actions over the past decade have been called into serious question since the housing market collapsed, the value of the dollar plummeted, and the economy sputtered. In response to these concerns, H.R. 1207, the Federal Reserve Transparency Act, was introduced this Congress. This legislation would provide an audit of the Federal Reserve Board and the federal banks. I believe that transparency of all federal entities combined with accountability to the citizens they were created to serve is essential to a successful democracy.
